Elfen Lied

Diclonius are subspecies of humans With two horns on their heads. They have Vectors - invisible arms with extreme power and strength. To make things worse, they have instinct that tells them to destroy humanity. They are kept in a research facility, but one of them (Lucy) manages to escape. She remains with a boy and his sister, and slowly learns human emotions such as love or sadness.

This is one of my favorite action/horror/drama/romance animes.
